If you do not have to pay any income taxes, do you still have to file a tax return?

The answer is "maybe."  

 

If you earn below the filing threshold ($9,400 for single filers in 2010), you would not be required to file a tax return.  However, you may still want to file your tax return if you have a refund of State or Federal taxes due to you.

 

If your income is above the filing threshold, you definitely want to file a tax return, as the government requires you to report all of your income via the tax return.
