In 2012, I had a High Deductible Health Plan and incurred medical expenses. In 2013, I will continue with the HDHP and will open of Health Saving Account. Can I apply the medical expenses from the prior year under the HDHP to my HSA in 2013?

In any event, qualified medical expenses can only be reimbursed tax-free in the event that an health savings account is in place. Essentially, you cannot be reimburse qualified medical expenses incurred before your account is established. You can reference internal revenue code Section 223.
