 Can the California Franchise Tax board garnish my social security disability income?  If so, is there any amount that they cannot touch?

The short answer is yes, but if you can show that you rely upon social security as your only source of income, in general no garnishment will be placed.  You can be placed in a currently not collectible status.  This means that periodically the FTB will review your financial status, income and living expenses for the purpose of reassessing your ability to pay your tax liability.
