I'm a contractor that paid another contractor for his services. He is a corporation. Do I 1099 him? If not, how should I report the payment to him?

Yes.... You should issue a Form 1099 to the corporation.  You need the Form W-9 completed from the corporation in order to have the correct EIN and name/address of the business.
