Do I need to collect sales tax on shipping and handling charges if I sell clothing in New York state?

It depends on exactly what you are selling to customers. Having said that, if what you are selling is subject to sales tax, any charge to your customer for shipping, handling, or delivery, is taxable. The only case in which shipping would not be subject to sales tax is if the customer arranges delivery by a third party and pays them directly. This is referenced in NY Tax Bulletin ST-860.
