I operate several parking garages in New York city. Today, a client inquired about a 8% surtax exemption and I had not heard of it before. What is the nature of this exemption and how do we offer it to our clients.

Your client is 100% correct if they own the vehicle, have a primary residence in Manhattan, parked in a long-term rented space for a month or more, and drive for personal use only. If that is the case, then they are exempt from the 8% surtax. Please note that any commercial, rental or company vehicles are not eligible for the exemption. The vehicle must also be registered in Manhattan.
Your client can simply apply for the exemption online by going to the New York City Department of Finance website and electing the Manhattan Resident Parking Tax Exemption option. After they receive the exemption in the mail, they will need to submit the bottom portion of the certificate to your parking facility to start receiving the 8% tax exemption.
