Do I need to file a federal and Georgia state tax return in 2013 if I'm under 65 years old? I don't make a lot of money, only $14,000.

Per IRS Filing requirements Section 6012, you need to file a tax return as your gross income exceeded the $10,000 threshold (the standard deduction plus the personal exemption) for a single taxpayer under the age of 65. You also need to file a Georgia state tax return as the state law requires it if you have to file a federal tax return.
