If a single mother didn't work in 2009, I'm assuming she doesn't file taxes since she has no income to claim, but does she file with zero income and claim her two kids?

The BIDaWIZ Team's Answer:
She can certainly file her tax return. Since she had no taxable income,
there is no tax liability, or tax refund. The children may be claimed, as dependents,
on the return of the individual who supported the children.
