Can my client that has a Roth IRA and Traditional IRA rollover, make non-deductible traditional IRA contributions and only convert that portion into the Roth IRA to avoid taxes?

If you do a partial conversion, you must prorate your deductible and non-deductible contributions by their respective allocations to the entire traditional IRA balance. You would not be able to just convert the non-deductible IRA amount. This is referenced in IRC Section 408A(d)(6) & IRS Publication 590.
