One of the tests to determine eligibility for the child and dependent care credit is:

1. You must pay child and dependent care expenses so you (and your spouse if filing jointly) can work or look for work.

So, if the expenses were not paid in order to allow you and your spouse to work or look for work then you will not be able to claim the credit. See Publication 503 for the complete list of tests and guidelines for child and dependent care expenses.
