If I signed a contract in 2008 for a house structure to be built and I did not make payment for the services until February 2009, could I still get the tax rebate for energy efficient windows, a door, and metal roof?

The BIDaWIZ Team's Answer:
Yes; the 2009 "nonbusiness energy property credit" is 30% of the
cost; not to exceed $1,500. See IRC 25C. The credit is claimed
on Form 5695.
