I am a police officer and am not issued a department owned cell phone. I have to use my cell phone to conduct over 90% of my communication with people for my job. Can I deduct these payments as employment expenses

Yes.. The cell phone usuage would qualify as an ordinary and necessary employee business expense  and deductible on your individual income tax return.  You would claim the expense on Form 2106.
