I have two Verizon cell phones. I use one for business and will be using it for a tax deduction when I itemize taxes. If I get the Verizon Nationwide Family Share Plan, can I use the business phone as the primary line ($89.99) and add my personal phone

Yes; it is a valid business deduction; only the personal portion
of the expenditure is not deductible.
